Two-Day Census Training Programme Held in Bhadrak to Strengthen Preparations

Bhadrak (27 February 2026): A comprehensive two-day training programme for district census officers, office staff, and temporary technical assistants was organised at the District Panchayat Resource Centre under the chairmanship of District Collector Dillip Routray.

The primary objective of the training was to provide officials at the district and charge levels with a clear and complete understanding of their roles and responsibilities in the upcoming census exercise. The programme covered the overall census process and methodology, with special emphasis on House Listing and Housing Census (HLO) procedures.

Participants were briefed on key census concepts, definitions, and the set of questions to be asked during the HLO phase. Officials were also trained in digital data handling, monitoring, and reporting mechanisms to ensure smooth implementation of census activities.

As part of the digital preparedness, officers were introduced to the features and functioning of the Census Management and Monitoring System (CMMS) and the HLBC web application, which will support efficient data collection and supervision.

It was noted that field work for preparing the District Census Handbook (DCHB) will begin after completion of the HLO phase across the state. The initiative aims to strengthen administrative readiness and ensure that census operations in Bhadrak district are conducted in an accurate, organised, and efficient manner.

Additional District Magistrate Saroj Kumar Dutta, Chief Development Officer Shubhendra Samal, and Sub-Collector Sourav Chakraborty also reviewed the preparations in detail. They instructed officials to focus on advance planning and coordination to facilitate smooth and effective execution of the upcoming census activities.
